                                     SOLID WASTE MANAGEMENT COMMITTEE

           

 

Thursday, November 13, 2003                            Riley County Office Building

7:00 P.M.                                                                   2nd Floor Conference Room

 

Members Present: Kelly Briggs, William Clark, William Eberle, Steve Galitzer, Leon Hobson, Joe Kitterman, Alan Ladd, Richard Miller, Monty Wedel, Jeff Walters and Judy Willingham

 

Others Present:  Julie Winter, Staff

 

Members Absent: Gerald Baer, David Bollman, Betty Book, Phyllis Epps, Jerry Ericson,  Karen McCulloh, Vicki McDonald, Taylor Miller, Bob Newsome,  Dennis Peterson, Deb Porter, Barb Sanner, Paul Werle, Howard Wilson, Van Withee, John Woods and Fran Zerby.

 

Sign-in, Introductions  ­ The sign-in sheet was completed.  Jeff Walters was introduced as a new member.  Mr. Walters replaces Chuck Williams and will represent the City of Manhattan.

 

Approve the minutes of the previous meeting  The minutes of the previous meeting were approved as presented.

 

Update on Solid Waste Budget   Julie Winter reported that there is no change in the revenue shortfall situation and that staff is working on a solution.  Leon Hobson, Director of Public Works explained why the Solid Waste fund is experiencing a cash flow shortage each month. 

 

Discuss Charging for Trees  Leon Hobson told the Committee that there is a need for charging for commercial yard waste at the Riley County Transfer Station.   Mr. Hobson explained how the Wal-Mart tree removal project became very costly.   The Committee agreed that commercial yard waste haulers should pay for yard waste, however they were concerned that there may be dumping elsewhere if a fee were implemented.   No decision was made during this meeting.  Mr. Hobson will report back on what recommendations the staff committee has for reducing costs at the Solid Waste Facility.

 

Worksession on 5-year update of Solid Waste Management Plan  Monty Wedel led the group through more updates to the Solid Waste Management Plan.   Steve Galitzer will work on the additional information needed for disposing of electronic devices.  A suggestion was made to ask KDHE for guidance on how to get rid of these items and how to educate the public on disposal opportunities. 

 

Next meeting   Next meeting is scheduled for Thursday, January 8, 2004 at 7:00 in the Second Floor Room of the Riley County Office Building.    Meeting adjourned.
