Approve the minutes of the
previous meeting - The Minutes of September 12, 2002 were approved as
Update on Solid Waste
Budget - Dan Harden reported that the Solid Waste fund was in the red
at the end of 2002. Harden explained that since the Treasurer’s office closed
early on the 31st of December all payments received after noon were
not deposited until January 2, 2003 thus resulting in a cash flow problem.
Galitzer requested that a breakdown of the 2002 expenses be available for the
next meeting. A suggestion was made that the County increase the tipping fee
from $33.00 per ton to $34.00 per ton. A brief discussion followed. Staff
will determine what effect, if any, this increase would have on the current
waste flow and report back to the committee.
Update on Bayer
Construction CD Landfill - Pat Briggs, Bayer Construction, told the
committee that they (Bayer Construction) are currently waiting for a license
to operate and should be in full operation within a couple of months. Schwab-Eaton , PA is assisting Bayer Construction in the licensing/permitting process.
The CD landfill will be available to Bayer’s roll-off business and commercial

Directory - Julie Winter reported that the 2003 & 2004 Flint Hills
Recycling Directory is almost complete and will be available on the Riley County website in a week or so. Hard copies of the directory should be available

Services - Howie’s plastic contract will be presented to the BOCC for
renewal in February.
Solid Waste Management Committee
January 16, 2003
Discussion regarding Solid
Waste Grants – Monty reported that the State has 1.4 Million dollars
available for grants and that he encourages both private and public
participation. The State will be holding several grant workshops around the
State in February. If anyone is interested in attending one of these
workshops, please let Monty or Julie know.
Discussion on the need for
weighing yard waste at Transfer Station – Due to annual reports
required by KDHE, the committee decided to continue weighing yard waste at the
Solid Waste Facility.
Annual Solid Waste Plan
Review – Monty distributed guidelines for the Five Year Solid Waste
Plan Review and asked that each member look them over and offer as much input
as they can. The committee will meet each month until the plan review is
