CDBG-CV Job Retention Grants

Allocation Plan and Application Procedure


The CARES Act provided funding, through the Department of Housing and Urban Development (HUD), to the Kansas Department of Commerce (KDOC) to enable local communities to prevent, prepare for, and respond to coronavirus through expanding economic opportunities for low-moderate income persons through employment. The KDOC provided funding to Riley County through a Community Development Block Grant-COVID (CDBG-CV) Economic Development grant to provide funding to help local businesses retain jobs, for low-moderate income persons, which may be lost due to the effects of the COVID-19 pandemic.


Riley County originally applied for $300,000 to assist approximately 20 businesses with economic development grants not to exceed $15,000 per business.  Riley County was awarded $132,000 from the KDOC for this purpose which is approximately 44% of the original request.   Therefore, with the revised goal of assisting at least 10 businesses, the following revised funding limits are established.

Funding Limits

$5,000 per Full-Time Equivalent (FTE) job retained

$13,200 maximum per business

 Eligibility Criteria

  1. The business must have a physical address located within Riley County but outside the city limits of the City of Manhattan.
  2. The business must have been in existence as of March 1, 2020.
  3. The business must have suffered losses due to COVID-19 and must not have received funding from other sources that would constitute a duplication of benefits.
  4. The grant may only be used to reimburse expenses for working capital such as wages, utilities, rent, 60 days’ worth of inventory, etc.  The grant may not be used for construction or payment of debt.
  5. The business must not have more than fifty (50) full-time equivalent (FTE) employees.
  6. The business must not be part of a bigger business with more than fifty (50) full-time equivalent (FTE) employees.
  7. The business must be non-agricultural.
  8. The business must not be a publicly traded company.
  9. The business must have a DUNS number.
  10. The business must be a for-profit business that is retaining jobs for low to moderate-income people. 51% or more of the full-time equivalent (FTE) jobs retained must be for persons from low to moderate-income households as outlined in the following chart:

Application Process

To apply for a grant from Riley County, a business must fully complete all of the following:

  1. The CDBG-CV Business Application (pdf)
  2. State of Kansas Department of Commerce Employee Certification Form (pdf) for each employee for whom a job retention grant is requested.
  3. A W9 form (pdf) – Request for Taxpayer Identification Number and Certification.
  4. A Business Owner Affidavit (pdf)
  5. Attach receipts, invoices marked paid and other supporting documentation that provides a description of the expense and proof of payment.

 Announcement of Grant Opportunity

The announcement of the opportunity for grant applications will be accomplished through a media release, announcement on the Riley County and Manhattan Area Chamber of Commerce websites and direct notification to businesses indicating prior interest in the program.

 Submission Requirements

The fully completed application, including all required forms and attachments, must be delivered in-person in hardcopy format in one packet to the Riley County Planning & Development Department at 110 Courthouse Plaza, Manhattan, KS 66502.  Packets should be labeled CDBG-CV with the business name.  Applications should not be delivered electronically as the information would not be secure.

Selection Process and Award of Grant

All grant applications will be reviewed conjointly by the Director of Planning & Development for Riley County, KS and the Director of Economic Development for the Manhattan Area Chamber of Commerce, who will determine whether or not the applications are fully completed.

To be considered fully completed, the application must:

  1. Include all required forms and information and must have all questions answered and blanks filled in; and
  2. Be determined to meet all the eligibility requirements; and
  3. Be determined to have a demonstrated need for the funding.

Once an application is determined to be fully complete, grants will be awarded on a first-come, first-serve basis until all funding has been exhausted.
