Sign-in, Introductions  ­ The sign-in sheet was completed.  There were no introductions.


Approve the minutes of the previous meeting  The minutes of the previous meeting were approved as presented with the correction of the misspelling of “Kvasnicka”.


Update on Solid Waste Budget   Monty Wedel reported that the fee increase went into effect on June 1.  This should help the revenue situation slightly.  At this point, there is no change in the revenue shortfall situation.  The cash flow each month continues to be very tight.


Update on Bayer Construction CD Landfill  Monty Wedel reported that Bayer had received their permit from KDHE and were officially open for operation.


New Business   Judy Willingham wanted the committee to explore further the issue of a volume-based pricing structure in the community.  She suggested that we approach the City about requiring haulers to offer that option as part of their license to operate.  After some discussion, the consensus decision was to take more of an educational approach at this time.  Judy will conduct an informal survey of the various pricing structures available in the community.  We will then use that information to create public awareness about the options available to consumers and encourage consumers to act on that knowledge.


Judy also brought up the issue of how to use glass locally to create a market.  One suggestion was to use it as an aggregate in road surfaces or other similar uses.  Bill Eberle was aware of some studies along these lines and will do some more research on the subject and will report back to the committee.




Worksession on 5-year update of Solid Waste Management Plan  Monty Wedel led the group through the remaining sections of the KDHE worksheet for the update.  The remaining task is to review the Action/Policy sheets in the Plan.  This task will be completed at the next meeting.


Next meeting   Next meeting was  scheduled for Thursday, September 18, 2003 at 7:00 in the Second Floor Room of the Riley County Office Building.
