Sign-in, Introductions and Welcome New Members – The sign-up sheet was passed around and signed by those present. 


Approve the minutes of the previous meeting – The minutes for the September 14, 2000 meeting were approved as distributed. 



Report on REUSE Marketing and Education Seminar - Julie Winter reported to the committee that Steve Higgins, Planning & Development, Greg Gibson, City of Manhattan, John Woods, Kansas State University and herself attended a one-day educational seminar on the 19th of September.   The seminar was held at the Surplus Exchange in Kansas City, Missouri.  Beth Carreno, KDHE, was also in attendance.   Winter presented the committee with a brief overview of the day.   For more detailed information on Surplus Exchange you can visit their website at 


Revisit Solid Waste Planning Grant #9 – A copy of the original grant application is available to members of the committee upon request.


Discuss upcoming Curbside Recycling Work Session with the City of Manhattan – Diane Stoddard told the committee that the Curbside Recycling Work Session with the City of Manhattan is scheduled for February 13, 2001 at 5:00 p.m. in the City Commission Room at 1101 Poyntz Avenue.  A report prepared by Judy Willingham formally requesting a task force will be presented to the City Commission.

Review Solid Waste Management Plan – The Committee reviewed the revised chapters of the plan and made changes as needed.  Burke Bayer moved that revisions to the Solid Waste Management Plan be made as discussed, except for Chapters 6 and 9 that need additional work.  The motion was seconded and carried unanimously.   Monty Wedel will work with William Eberle and Judy Willingham on Chapter 6 “Recycling” and Richard Nelson will update Chapter 9 “Waste to Energy”.   Wedel would like to have the SWM Plan ready for approval by the next SWMC meeting.


Update on Waste Tire Amnesty Program – Monty Wedel told the committee that the Waste Tire Amnesty Program is scheduled to begin on the 6th of November 2000 and end on December 1, 2000.  Up to 100 tires per household will be accepted.  Tires generated by businesses after July 1, 1990 are excluded from this program.  Collection will be at the Riley County Solid Waste Facility located at 1811 Henton Road from 7 a.m. to 5 p.m.  Monday thru Saturday. 


New Business – Sara Krug, KSU Student, introduced herself to the committee.  Sarah and a fellow student Janet Cook will be conducting a “Recycling Survey” at their apartment complex (Park Place Apartments) for a research class.   Ms. Krug will furnish the committee with a copy of the survey results. 


Set Date and time for next meeting – The next meeting of the SWMC will be November 30, 2000 at 7:00, 2nd Floor Conference Room, Riley County Office Building
