[ARCHIVED] Riley County Property Valuations Arriving in the Mail Soon

(RILEY COUNTY, KS – February 14, 2022) Today the Riley County Appraiser’s Office mailed the 2022 Change of Value Notices (CVNs) for each of the approximately 26,000 real estate parcels in the county. The CVNs reflect changes in property values due to fluctuations in the local real estate market and/or changes made to individual properties, such as additions or improvements. The CVNs provide both the current and previous year’s value, a brief explanation of the valuation process, and explanations of the appeal process. Most properties in Riley County increased in value by 10-14% since last year.

“I’d like to point out the changes in value do not reflect changes to property taxes,” said Riley County Appraiser Greg McHenry. “The values are simply a reflection of property sales in the local real estate market. Property taxes are determined by school boards, city commissions, and the county commission when they determine their 2023 budgets this summer. The valuation of property determines your slice of the pie, but not the size of the pie. When property values increase, that does not mean more property taxes will be assessed.” 

Property taxes are determined by the percent change made in the 2023 budget as compared to the 2022 budget. For more information about the relationship between valuation and property tax, visit the Appraiser section of the Riley County website at https://www.rileycountyks.gov/Appraiser

The CVN mailing also includes a form that can be sent to the Appraiser’s Office for purposes of scheduling an informal appeal. A contact phone number, 785-537-6316, has been established for those who wish to schedule the appeal by phone. Property owners may also visit the Appraiser’s Office during office hours, 8:00 am-5:00 pm Monday-Friday, with questions or to schedule an appeal. Property owners will have until March 18th to schedule appeals. 

Property data for all parcels in Riley County can be accessed through the County’s website during the appeals period, February 16 to March 18, 2022. To access individual properties’ information online, including sales data, individuals may go to www.rileycountyks.gov/parcel > Online Services > Appraisal Data, and log in. The temporary 30-day user name (informal) and password (appeal) can be used through March 18th

“When considering an appeal, property owners should check county’s website for information about sales prices in their neighborhood,” said Appraisal Analyst Allen Todd. “We’re happy to talk with anyone who has questions.”
